You can Publish the Module on Department module position , As its already present in the layout .

If you still want to create a new module position under the slideshow .
Go to /tpls/blocks/slideshow.php and add below code in this file<div class="main <?php $this->_c('new') ?>"> <jdoc:include type="modules" name="<?php $this->_p('new') ?>" style="raw" /> </div>
Before line 19 (before closing last div)
Then define the Module position name in TemplateDetails.xml file in the template root folder .
