Phil . . . I think what he’s referring to is that when he clicks on his JA_Medicare Default template, it opens to a blank/white page rather than the usual and customary Template Manager tabs and settings.

    Is this correct, thkellmann?

In this case, it’s very hard to suggest the solution without clue the info of your site. I would need to take a closer look at your site. Please pm me URL of your site, admin login and FTP account. I will help you check further.

It may also be worth speaking to your host. What happens when you get a blank page is for some reason your server cannot process some code in the function. Many hosts suppress all error messages so all you see is a blank page. However there will be a log the host can check to see what the error is. If you speak to them giving an exact time you last created the error they can give you more details about the error. With this we can be more helpful in our advice. It could be as simple as a file not uploading correctly or it could be a hosting issue or any of a number of other things. The error logs really help nail it down.

The Log File Reports a Fatal Error:

Have a look in your phpinfo (you can find it in the Joomla back end under information) and look and see if the php-xml package is installed. Your host can also tell you this. If it is not then ask your host to install it as this could be the cause of your problem here.

    I have following setting:

    Relevant PHP Settings:
    XML Enabled Yes

    Apache Environment:
    HTTP_ACCEPT text/html, application/xhtml+xml, application/xml;q=0.9,*/*;q=0.8

    HTTP Headers Information:
    Accept text/html, application/xhtml+xml, application/xml;q=0.9,*/*;q=0.8

    PHP Version 5.4.31
    xmlrpc_error_number 0 0

    libxml
    libXML support active
    libXML Compiled Version 2.7.6
    libXML Loaded Version 20706
    libXML streams enabled

    SimpleXML
    Simplexml support enabled
    Revision $Id: 16070fc92ad6f69cebb2d52ad3f02794f833ce39 $
    Schema support enabled

    xml
    XML Support active
    XML Namespace Support active
    libxml2 Version 2.7.6
    xmlrpc_errors Off Off

Under Extensions -> Warning i have one entry

The PHP temporary directory is not set
The PHP temporary directory is the directory that PHP uses to store an uploaded file before Joomla! can access this file. Whilst the directory not being set isn’t always a problem, if you are having issues with manifest files not being detected or uploaded files not being detected, setting this in your php.ini file might fix the issue.

Could cause this message to my fault?

    Edit:
I have another Test Installation with the same error Message (at another hoster), but in this i see the customizing panels. I have no idea, what I can recommend my hoster to do?

    Update:
The Hoster Install the php-xml modul and restart the apache, after that anything works fine. Thanks at all for the support. Have a nice weekend.

Excellent news, glad you got it fixed and great that your host were willing to fix it and did it so quickly. Many hosts are not that flexible
