The block is hidden for the small screen devices .
because of this css
hidden-xs {
display: none !important;
}
From template/ja purityIII/css/themes/red/bootstrap.css . line 6075 .
Please check it on your end

Purity III template is not ready for J!3.3, we are still in progress of updating it and do hope to release new version within this week.

Please try to roll back to the last working version and wait for the update.
Always take a backup of your site before update
