We are still having challenges with end users knowing that the 3 lines means they can click to open sidebar and so trying to come up with some type of solution for this.

I got your point and try to check this but you will have to customise it much to have hover feature for off-canvas. This relates much to JS code and takes time. If you’re not familiar with code, I recommend you to hire a developer to get it done for you.
