I have a menu link that directs to a pdf: about -> become a member

when I click on it in Chrome, a new window pops out of the browser with no navigation, which is what I want. In firefox however, it opens a new tab… i never tried it in any other browsers to see what it does.
the menu link is set to new window with no navigation. is there something I should add to make sure the link forces a popout window regardless of the browser?
