Can I active “Optimize CSS” and “Optimize JS” in template setting with “CssJsCompress plugin” together?

do you think which one is better?

I cannot comment on the third party plugin you mention but IMHO it is better to just use the one built into the template engine to give you best compatability. You should not use both together.
