What is the Teline version and browser?
Also, check in tempate.css following styles are present

.ja-usersetting-options ul li {
background:none repeat scroll 0 0 transparent;
display:block;
float:left;
margin:0 !important;
padding:0 15px 0 0 !important;
}

ja-megamenu li.havechild .childcontent .inner ul.ja-usertools-font li {

But what is the Teline version you use and with which browser (and version)?

I checked with Opera 10.61 and FF 3.5.3.
Actually it opens OK. The only thing is necessary to do – is changing the height of li element (see the attachment).
