Hello there! Europian Union wants that offices and cities has an accessible portal ont the Internet.

Accessible regulations are described by WCAG:
- high contrast modes (yellow/green/white texts on a black background
- changeable text size
- …
I think that this WCAG compliant theme needs the following:
- a solid header slider
- customizable news modules
- tight design support for JoomlaTools DocMan extension
- an option to create landing pages without header
What do you think about it?
