I’m using ja_teline template but we would like to have a pop up banner in frontpage like this site that uses ja_teline:

Which module, bot or anything do we need?

You can view : http://www.scriptaty.net/popup-banner.html and http://webmasters.orgfree.com/one.html link for detail about creating popup banner .
you add code find in above link to index.php file in templates/ja_teline folder.
