Hi,

You can try this way:
- Edit the page > Add a ‘Spotlight’ block into the footer on your page
- Click Settings icon for a block in Spotlight and assign cookie module as this screenshot: http://prntscr.com/efdg4v
Remember to set the correct Menu Assignment in backend settings of cookies module.
