This seems to be issue in the T3 woth latest Joomla , its already noticed and will be fixed in the upcoming update of T3 .

You can try this tweak :

find and rename

plugins/system/t3/base-bs3/html/com_config
to

plugins/system/t3/base-bs3/html/com_config_bk
