I’m getting an error where the print and email icons under the article settings icon don’t appear and don’t function. When attempting to use them, all the URLs end in “#”.

Did you try to switch default template to a Joomla template and see how it goes?

Okay, it works with a Joomla template. So that means this is a problem or a quirk of Uber template. So here I am in the Uber forum, posting for a solution. How do I fix or adjust?

I tried to replicate the issue at my local site but without success, it still shows the edit button in dropdown toggle when clicking that settings icon: http://prntscr.com/96n56o

Did you try to disable any 3rd party extension used in that page? (or PM me the admin login info and ftp account, I will take a look)
