Hi
The language is installed by core Joomla language installer, As u can see the language are showing on site but it’s not installing from Joomla servers. I suggest you to install the language package from Here
And you can also report this issue on Joomla forum.

Kindly follow suggestion given Here you can also ask your host to fix this issue.
This is the permission issue, you have to fix the permission to fix the installation problem.
