I changed these parameters in global configuration :Allow user registration = no
Enable accounts for users = NO
Parameters for home users = hideAfter I did These changes I cannot return to Backend Administrator page and Frontend page public, I need somebody tell me how to set these parameters to as they were initially.
I only watch a blank screen with a message
Internet Explorer cannot display the webpage

I dont think that the parameters you mentioned above have caused this problem.
If you need help solving this problem we need to have some more information to be able to help you.
Please edit your first post, click on the go advanced button and select YES (Require Help From Staff + Mod/Admin: ) Put the information about your site there only mods and JA staff will be able to see that information.
With that information we can actually have a look to help you sort this out.

Enable accounts for users = NO

The problem after I change isThe site urls is : http//sgerencia.cancilleria.gob.ni
but explorer and firefox change by https//sgerencia.cancilleria.gob.ni
Tellme how I deactivate https in joomla.bennitos Friendbennitos

When I installed the template JAraite I donĀ“t know why SSL mode was activated
The page not loaded by the https without certificate modeI changed var $ force_ssl = ‘2’
by
$ force_ssl = ‘0’ and the web page load.Thanks
