Did u fixed the JA ACM issue ?

The layout issue is due to you have index.html file in site root folder. once you delete the file layout will work .

For the module position issue , You need to load the position name in menu options here : http://prntscr.com/b1jnby

Then try to publish position on news-home .

Add the other menu position in the same way ,
Like for events use event-home . You can install the quickstart package on localhost with sample data to see each settings used in the demo site package and apply the same on your site .
