I’m not exactly certain what your issue is . . . what “loop” are you referring to that is persisting?

What are you trying to “save” that is causing this loop?

Hmmm, I have not yet heard of this issue when trying to edit css filed from within the Template Manager. However, I have to admit that, personally, I never use the Template Manager to edit css files. I always use a html editor – such as Notepad++ – save modifications to my local files and upload changes to my server via FTP. Other than occasionally needing to clear cache, I have never experienced issues with this method.

That is not something I am 100% certain of. I have integrated ZOO into both J1.5 and J1.7 templates (using the relative compatible version of ZOO, of course). I guess I would say (as an initial guess) to make sure you are utilizing the correct compatible version of ZOO with whichever Joomla platform version you are using.

Also, since ZOO is a 3rd Party product, you could also ask the Technical Support fellas for the ZOO component as to the particular error message you are getting. (At least that’s what I would do).
