How do I remove or edit the banner before the header at the bottom of the page.

Go to Administrator -> Extensions -> Module Manager -> Search for position mashead-1 and mashead-2

1. Remove: Disable these Modules to remove the complete highlighted portion on the image you have attached
2. Edit : Filtering these two position, will have modules and there you can edit the content.
