I just took the files and imported on an empty sql db. First the joomla.sql then the sample_data.sql but nothing changes.

You’d have to install the modules, plugins and components too.

Easiest way is to start by using the Quickstart package and installing the sample data on that.

Did you do your installation using the JA quickstart? And did you select “install sample data” during the installation?

I’m using Joomla 1.0.15 so there is no such process in it. It has to be done manually.
