No, you should not upgrade. The blog is talking generically about the upgrade path to J1.7 and not about templates or components. At the end of the blog you will see the following.
<blockquote>Starting from August, we will release both Joomla 1.5 and Joomla 1.7 templates, and discontinue releasing J1.6 templates. Previous templates will be successively upgraded to be compatible with J1.7.</blockquote>
What that means is that JA will be releasing J1.7 templates from August and upgrading others as they are tested and updated where required. Please do not upgrade at this time until your individual template has been announced as functional for J1.7 and all of your components (not just JA ones) are updated and tested with J1.7
