As the tile says: is it possible the, for instance in the blog layout, to change the placement of sidebar 1 and 2?

As it is now the sidebars go beside the main components. In medium the sidebars go underneath the main component; sidebar 1 on the left and 2 on the right.

Is it possible to make it so that sidebar 1 goes underneath sidebar 2 in extra small view?

You need to do a block override for the more fancy changes but in most cases you just need to apply your own css (like for the reordering you mentioned) in the custom.css file of the template. Follow the tutorials JA offers on customisation.
