I Fixed the banner issue and for module title use below code

#Mod182 .module-title {

    background: #172667;
    color: #ffffff;
    font-size: 13px;}

I tested it and its working fine.

Create a new file with name custom.css file in the css folder and add the same code is suggest above.
This will work.
Use cpanel or FTP to add custom.css file.
