I take it you wish to have the images/links for the font sizer where you described rather than the menu bar that appears when you hover over site tools?

If so open template.css.css in a editor search for ‘/* User Tools */ This is where all the refs to the menubar is, I’d say backup the file before you change it, and by deleting those css references you lose the menubar, then its just a matter of putting the images for the font sizer onto the section as you have already done ( unless it was a photochopped image you showed us) 🙂
