As in the screenshot, you want to add that new position to right below the mainnav. If I’m right, you can do it by edit the layout xml file. In template manager, Layouts tab, select to edit the current layout (it should be the default), and add a new block right below the mainnav block:

<blocks name=”top” style=”xhtml”>
…
<block name=”mainnav” type=”mainnav” markup=”3″></block>
<block name=”hotnews” type=”modules”>bulletin2</block>
</blocks>
