Can you tell me more details about the feature you want to enable ?
Note: If you are using the templates run on our JAT3 system plugin, you can enable the user tools in the template profiles. Clear JAT3 cache after saving changes.

The user tools panel option is available inside the Template Manager of the templates running on our T3v2 framework only, not T3v3 framework your site runs on.
