Optimize CSS = (Join & Minify), >> apparently it was ok, but I’m not feeling very effective with this change.

It seems to be working OK now. I believe the problem is due to the number of css files loaded. IE has now got a limit (30 IIRC) on the number of css files it can load. After the first 30 all the rest are ignored. By compressing a load of them into one as you have done you now are inside this limit.
