Our site is using more than one template style to accommodate the pages and the modules displayed on those templates.
1. When altering one template (Example: [uber – youtube]) for responsive (small vs. large display) it affects all template positions across all themes made.
1. (Example: [uber – youtube]) I shut off Position 4 in large responsive mode and if shut off the same position on [uber-support]
Is this a glitch in the uber template theme?

About the responsive template in Uber template you can find it from Admin site -> Template Manager -> uber – Default -> Layout -> Large, Medium, Small, Extra Small tabs
You can control to show/hide position in Medium, Small, Extra Small layouts by click eye icon
