    I had this same issue. I ended up using the quickstart to get it going since I didn’t have anything on this site yet and I’m just playing around.

    Just wanted to throw out there that this is an issue for more than one person.

    Hello all,

    I downloaded and installed to check if T3 plugin was available. I saw that it was in plugin list of Plugin Manager. No problem faced as reported. Please re-check and confirm the same.

    Same issue with JA T3v3 System Plugin v1.0.2 and Joomla 3.0.2

    PHP Version 5.4.3
    Database Version 5.5.24-log
    Web Server Apache/2.4.2 (Win64) PHP/5.4.3

    RESOLVED:
    Solution (found on Joomla forum)
    1 – Left Click at your Wamp icon at the windows task bar (wamp must be up and running), then select PHP and php.ini.
    2 – CTRL + F (search for) “upload_max_filesize”
    3 – Change the value from 2M to 12M (or whatever you want, but take easy, don’t go that far).
    4 – Restart your WAMP and log in again at your site.
