Is there a way to completely turn off alt text for the whole site?

Only sub standard browsers will display ALT text as a tooltip.

ALT text can not be ‘turned off’ as such, but you can prevent it from displaying in those browsers by having an empty title tag beside it like
alt="Alternative Image Text" title=""
This is a blackhat method of entering hidden keywords on your site though and if Google catch you then it’s bye bye google ranking.

Why do you want to turn it off anyway?
