I cannot login to the front end with any admin account. I only want the first two to be admin however. I cleared the cache and tried on multiple browsers on different PC’s.

Did u try to change the template to Joomla default templates like Protostar or Beez3 and see if you can login on the site ?
I saw the site is offline and with given details no login.
Also, check if you have any modification in .htacess file.

I am not able to access the global options.Kindly upgrade the user to super user account.
You can also Put the site Online from configurations.php file.
If you are getting same issue with default Joomla template, in that case there is issue with the Joomla installed on your site.

Kindly set the user to super user permission and send me FTP account details.
Also if its same issue in default Joomla template , i am sorry but template can not make any affect.
Ican confirm only after checking site.
