The built in typography may override the normal Joomla bullet by replacing it with something else . To see what it uses open the typo.css file in /templates/’template_name’/css …
It may also depend on what editor you are using in Joomla I do not use the defaults but use JCE instead, I can use the drop down codes to get a default bullet that way.
