Hi,
I want to update the version of joomla from 1.6.5 to 1.7.0 in the admin panel -> extention manager -> update tab. I click the purge cache button first, and than the find updates button but i get the errors below:
Update: :Collection: Could not open http://update.joomla.org/core/list.xml
Update: :Collection: Could not open http://update.joomla.org/jed/list.xml
Update: :Collection: Could not open http://update.joomlart.com/service/tracking/list.xmlCould you please help?

1. clear cache
2. purge cache
3. check for updates

I saw this issues few times
#1. Please check if you can open these xml file . Because sometime these update server is down.
( you should try at server side. or you can ask your hosting provider do they have any firewall etc… )
#2. Do you have cURL installed on your hosting ? If not, you can cURL and of course can’t live update ( i guess you have this trouble ).
Ask your hosting provider about this.Thank you,

With above of errors message we should think about root of reason. It’s not related w/ following step.
