I can’t find any User 11 position – I’m using Joomla 1.0.13 and it only goes up to User 9. How do you get to this module position?

Site>Template Manager>Module Positions and create the new module positions there,remember to press save when done

You may have done something similar to add ja-tab1 and ja-tab2. In fact the JA Teline – User’s Guide actually covers the process in section 9.
