I have the user tool off. but was wondering if either the top or bottom could be used as module positions and if so how?

Is there code or anything I could add to achieve this?

Ideally I would like to have a link to members area where the tool is now. I am daring to dream!

There are positions (Not modules) built into this template that hold the usertools. On top there is the font size tool and I was wondering if that could be converted to a module position?

Do you want it to show up when hoover over the “tool” icon or just put a module position there at top next to the menu?
