I have installed template with my required language (persian/farsi), when i try to use UTF8 menu name it show "??????".

I guess the database on your site does not set the format utf8_general_ci: http://prntscr.com/czghci
In this case, you can remove all tables on your database and change collation to utf8_general_ci and re-install it again. Remember to make a backup version on your database because this action will drop all tables on your database.
