    I want the utility bar (I called the module “quicklinks”) to appear on top of the menu and the site’s logo. I assigned the utility bar to acm-header and changed the ordering so that the utility bar is first. However, the bar is always below the menu.

    I also tried to assign the bar to the acm-topbar position but then the bar doesn’t appear at all in the frontend.

    Not sure what I’m doing wrong at this point.

    The position of the Utility bar is ACM-topbar , its not comes in all layouts , i just added in into your site .

    Now just publish the module on acm-topbar position and check you site .
