Now I’m trying ti check Joomla version for JA_MEDICARE but Changelog link redirect me to "Open issues" page, that doesn’t give the needed information.

What I’m doing wrong?

You need to click on Release and it will show you version

Sorry but the page I reach clicking on "Changelog" in the "Download" area, doesn’t have any "Release" link :

The release button is on changelog site as in my screenshot that show issue list as well.
By the way its ready for Joomla 3.8.3

Go to download page > changelog > release > released version you will see the issue list with changelog.
We also announce the update via blog posts you can check the blog post to get update notifications.
