Hi

It is not a module, it is taking configuration from menu item (Magazine Layout) -> Magazine Home Tab -> Configuration for Featured articles -> featured links settings , as you can see from image below –

If you want to change title or other css settings then edit this file
/templates/purity_iii/css/layouts/magazine.css
