When the ja-directory is loaded i see https://connect.facebook.net/en_US/fbevents.js being called. Where is it being used and how to turn it off? Its slowing my site down in certain geographic regions.

Try to remove the social buttons from your site and check this again .And then check the page source code and find this url on page .

er.. how do i "remove" it? which module? the one on the footer?

yes in demo there is module in footer part .
but i am not sure about your site if there is 3rd party extension on your site and that is generating this url call you need to check the disable it.
