You can switch the template style for ‘Featured’ menu item on your site to a default template of Joomla like Protostar: http://prntscr.com/a6sc2f

You will see that the order is the same.

yes i know about that…. but im curious as to why? and how i can have it order by newest item. weirdly i dont face the same problem with other quickstarts.

It takes time to figure it out. Seems that you set the articles to display with category order so that featured article will display under each group of category. I changed to not set with category order and it shows properly now.
