Legacy Mode is on in the Quickstart .

Is there a reason why legacy mode is on ?

The general advice is not to activate legacy mode for Joomla 1.5 X unless really necessary as it can affect performance etc .

is that a bug or can I just deactivate legacy mode plug in ?. Anything else to do or should we wait for an updated download ?

To deactivate the legacy plug in should not be a problem with this quickstart package. Unless Joomlart have had a special reason for activating it?
Was it a bug or just a missunderstanding nguoiabcd?

I deactivated it and so far I dont seem to have any problem. Cant see any extension that needs legacy mode on
